Republican losses obscure US drift to right

WASHINGTON (AP) ? Republican angst over presidential election losses obscures the fact that many conservative ideals have prospered for decades.

Conservative efforts have pushed the government rightward on taxes, spending and other policies, despite losses on some social fronts. One might say Republicans keep losing battles but winning wars.

This rightward drift serves as a curious, often ignored backdrop for GOP leaders' claims that the country is burdened by massive spending and taxation.

Republican lawmakers, for instance, adamantly oppose President Barack Obama's call for higher tax revenues as part of an alternative to big spending cuts about to hit government agencies. Yet the federal tax burden, as a portion of the overall economy, has been lower during Obama's four years in office than at any time since 1950.

And what about claims that spending on food stamps, environmental oversight and other nuts-and-bolts federal operations is out of control? Nonmilitary discretionary spending ranged from 3.8 percent to 5.1 percent of the overall economy throughout the 1970s. Starting in 1986, it didn't exceed 3.8 percent again until the 2008 recession dramatically slowed the economy.

Conservatives, however, have been unable in recent years to slow the rapid growth of "entitlement" programs such as Medicare, Medicaid and Social Security. These popular but costly programs pose long-term fiscal dilemmas if not addressed.

Policy on some social matters ? gay rights, most notably ? has moved leftward. But the opposite is true for another big issue, gun control.

A 10-year ban on assault weapons that expired in 2004 is unlikely to be renewed, even in the wake of school massacres. In 1969, a Republican-led presidential commission recommended the confiscation of most handguns, a nearly unthinkable idea today.

"The political spectrum as a whole has moved to the right," said Bruce Bartlett, an economic adviser to Presidents Ronald Reagan and George H.W. Bush.

Even conservative activists differ on why this has happened. Some say Republicans' constant focus on a few simple ideas, such as never raising taxes, appeals to ordinary people who follow politics only sporadically.

Grover Norquist, author of a famous no-new-tax pledge, has long urged Republicans to use the strategy to build a powerful brand ? "We won't raise your taxes" ? similar to universally recognized products such as Coke. Whatever the Democratic "brand" is, Norquist says, it's much more muddled.

Others say Democrats, by nature, are more willing to compromise in pursuit of "good government" solutions. Republicans, who are less pro-government, are less likely to bend. When one side compromises and the other side doesn't, the center of debate moves toward the unyielding party.

Emory University political scientist Alan Abramowitz says the Democratic Party has become "essentially a centrist party, and has remained so despite losing its right wing since the 1960s as a result of the realignment of the South." Meanwhile, he said, the GOP "has moved rather dramatically to the right since the '60s." The political middle ground, he said, "has also shifted well to the right of where it was 30 or 40 years ago on most issues."

Abramowitz, who is writing a book on the GOP's transformation, also points to "the growing racial divide between the parties as the country has become more racially and ethnically diverse; the growing influence of right-wing think tanks, funders and media outlets; and a growing cultural/religious divide in the country."

Some Democrats say current deficit-spending debates take insufficient notice of the nation's long-running rightward shift on fiscal policies. Partisan disagreements have led to recent showdowns over the debt ceiling, the end-of-2012 "fiscal cliff" and some fast-approaching, across-the-board spending cuts called the "sequester."

Obama, saying both spending cuts and revenue hikes are needed, repeatedly has tried to reinstate a limited portion of the income tax rates that applied under President Bill Clinton, who left office with a budget surplus.

Republicans, thanks to a law they helped enact in 2011, were forced last month to accept tax increases on the richest Americans. Now, however, they say all further deficit reduction must come entirely from spending cuts.

It's a policy that would puzzle past Republican presidents such as Reagan and Richard Nixon. They mixed tax reductions and tax increases as circumstances changed. But over the past 20 years, the Republicans' "no new taxes" mantra has become virtually sacrosanct.

GOP leaders and tea party activists routinely describe Americans as overtaxed. By historical standards, at least, it's a questionable claim. In 1981, the top marginal income tax rate was 70 percent. Today it is 39.6 percent.

Federal tax revenues exceeded 20 percent of the gross domestic product in 2000. Under Obama, they have not exceeded 15.8 percent a year.

When revenues fall and spending grows, or even stays flat, deficits result. Big tax cuts in 2001 and 2003 contributed to rising deficits, and today the national debt exceeds $16 trillion. To help narrow the gap, Democrats and some independents have implored Republican lawmakers to mix higher taxes on the rich with further spending cuts.

Some Republicans fear their party's antipathy to tax increases, despite the huge debt, will put it out of step with middle America. A Pew Research poll for USA Today finds that 3 in 4 Americans support Obama's call for a mix of spending cuts and tax increases.

"The truth is, Republicans just don't care about deficits," said Bartlett, who has parted ways with many former GOP associates.

Senate Minority Leader Mitch McConnell and other top Republicans say the deficit is a threat. America has a spending problem, they say, not a taxing problem.

Even the often-criticized "Obamacare" law is built on foundations ? chiefly, universal health coverage ? proposed years ago by Nixon and the conservative Heritage Foundation. When Congress approved the new law in 2010, not a single Republican voted for it.

Some social issues are too much in flux to say, definitively, whether U.S. society has moved to their right or left. Momentum for more liberal immigration laws rose in the late 1990s, collapsed in 2007, and now seems to be rebounding.

On climate change, some conservatives dispute evidence about humans' role in rising temperatures, and the potential threat to the planet. But Obama and others are pointing to severe storms, record temperatures and other weather events in hopes of building public support for actions against greenhouse gasses.

"If you look at Republican positions on things like health care, climate change and cap and trade, they're moving away from their own positions due to internal political gravity," said David Di Martino, who was an aide to centrist Democratic Sen. Ben Nelson of Nebraska. "So when Obama arrives at a place where they were, say, on tax cuts, they have moved further right. So the president is always perceived to the left, even though the reality is that he's not."

Republicans have lost the popular vote in five of the last six presidential elections. They have done a far better job of pushing government policy to the right.

Senate panel to vote on U.S. Treasury nominee this week

WASHINGTON (Reuters) - A Senate panel will vote this week on the nomination of Jack Lew to be U.S. treasury secretary, the committee said on Sunday.

The Senate Finance Committee will meet on Tuesday to vote on Lew, President Barack Obama's pick to replace Timothy Geithner at Treasury, said the panel's chairman, Max Baucus.

At a hearing earlier this month Lew defused heated questions from lawmakers about his work at Citigroup, paving the way for his expected confirmation by the full Senate.

The committee will also vote on Tuesday on the nominations of William Schultz to be general counsel of the Department of Health and Human Services and Christopher Meade to be general counsel of the Treasury Department, the panel said.

Police: SUV in Vegas shooting, crash found

LAS VEGAS (AP) ? Police have found a black Range Rover SUV in Las Vegas and identified a suspect in a shooting that sent a Maserati into a taxi that exploded, killing three people.

Police Capt. Chris Jones tells The Associated Press the vehicle was found Saturday afternoon at an apartment complex east of the Las Vegas Strip. It has been impounded as evidence.

Jones says police are looking for 26-year-old Ammar Harris in connection with the shooting early Thursday on the Strip. His arrest history in Las Vegas includes charges of kidnapping and pandering.

Maserati driver and aspiring rapper Kenny Cherry was killed by gunfire.

Taxi driver Michael Boldon, of Las Vegas, and his passenger, Sandra Sutton-Wasmund of Maple Valley, Wash., died when the Maserati crashed into them.

After brief respite, repo men may be busy again

There?s been plenty of talk about the U.S. housing crisis, foreclosures rising to record levels during the recent recession. But car buyers also struggled to pay their bills and keep the repo man from showing up at their door.

The good news is that loan delinquencies fell sharply since the depths of the nation?s economic downturn and repossessions have likewise dropped sharply. In fact, they hit a 12-year low in 2012, says Manheim Consulting. But another study warns that the trend might soon reverse itself.

For the first time since 2009, the number of 60-day auto loan delinquencies increased during the fourth quarter of 2012, warns Experian Automotive, and with lenders writing more of the risky, subprime car loans that slammed the industry during the recession, the repo man could soon get busy again.

For the time being, he?s sitting on his hands, repossessions fell by 27.6% during the fourth quarter, says a new Experian report, accounting for just 0.46% of outstanding auto loans. That was true no matter who issued the loan, banks, credit unions, ?captive? or automaker-operated finance companies, or other lenders.

?Overall, our Q4 analysis shows that the auto lending market is extremely healthy,? says Melinda Zabritski, director of automotive credit for Experian Automotive. ?Of course, you never want to see an increase in delinquencies, but when you take a step back and look at the market compared to where it was three years ago, we still have remarkable stability.?

For now. But Experian?s new report also raises some flags. Those 60-day delinquencies are up, albeit ever so slightly, from 0.72% during the fourth quarter of 2011 to 0.74% during the final three months of 2012. That was nonetheless the first rise since Q4 2009.

That?s enough to worry some observers, including Manheim?s chief economist Tom Webb who predicts repossessions could increase by 26.9% through 2015.

Industry observers say that if this happens the industry may have only itself to blame, however. In the years leading up to the recession, lenders seemed to be willing to offer cash to just about anybody. Indeed, Japanese automaker Mitsubishi nearly went broke when it was burned by a NINJA loan program aimed at attracting young, first-time buyers. That?s short for No Income, No Jobs or Assets, and many of the folks who fit that description were pleased to get a free ride for a year ? turning back the keys when the first payments were due.

Even with more conventional loans terms were loosened significantly, much as they were by housing lenders, creating an industry nightmare when the economy collapsed.

But automakers weren?t much happier with what followed. Lenders went to the other extreme. At times even potential car buyers with top credit scores could not line up loans. And the lease deals that had become a major part of the industry all but completely dried up for everyone. The lack of lending helped drive the U.S. automotive market into its biggest downturn since the Great Depression.

On the positive side, that meant only the most qualified and responsible customers were signing for loans. And, in turn, delinquencies plunged by 31.8% between 2009 and 2012 ? last year only 1.3 million vehicles being repossessed, according to Manheim, the lowest level in a dozen years.

But even as repos fell, lenders were loosening terms last year, a factor in the unexpectedly strong revival of the U.S. automotive market which soared to 14.5 million last year. Even more credit will be needed to fuel an anticipated surge that could see 15.5 million for 2013.

The question is whether lenders will return to the practices that caught up with them during the recession or if more qualified buyers will re-enter the market. The slight rise in fourth-quarter repossessions gives reason for economists like Manheim?s Webb to be worried.

Toshiba uses prediction, adaptation to cut mobile RAM power by up to 85 percent

RAM remains one of the principal drains on a smartphone's battery: it's almost always in use, and it saps power even when its host device is idle in a pocket. Toshiba hasn't eliminated that demand entirely, but its new SRAM (not yet pictured here) is intelligent enough to cut a lot of the waste. The memory can better predict what power it's going to need while it's active, and includes a smarter retention circuit that occasionally wakes up to tweak buffer size while it's on standby. While these sound all too abstract, they should lead to some very tangible gains. Toshiba estimates that the SRAM chews up 27 percent less power when live, and 85 percent less when it's just waiting for action. The company doesn't yet know when the RAM will reach finished devices, but we're hoping it's soon when even mainstream phones like the Optimus F7 will ship with 2GB of RAM; that energy draw isn't going down all by itself.

Obama: Parks statue dedication a 'powerful moment'

(AP) ? President Barack Obama says the dedication in the Capitol of a statue of civil rights pioneer Rosa Parks will be a "powerful moment."

Obama is to speak at next Wednesday's ceremony.

Parks' refusal in December 1955 to give up her seat on a bus to a white passenger led to a citywide bus boycott in Montgomery, Ala., and encouraged nationwide efforts to end segregation. Parks died in October 2005.

Obama said Thursday in a radio interview with Al Sharpton that the statue will put a seamstress who helped bring about a "more just America" in her rightful place among some of the titans of U.S. government.

Officials say the statue will be the first full-length one of an African-American woman in the Capitol.

Egypt's Military, Morsi at Increasing Odds

Tension is rising between Egypt's powerful military and the country's Islamist president.

Since President Mohammed Morsi took office last spring, the military has made it clear it will step in if Egypt descends into another political crisis.

Military leaders have openly defied orders from the president several times.

The latest friction comes after rumors that Morsi plans to replace Lt. Gen. Abdel-Fattah el-Sissi, his defense minister and army chief, who does not want to bring the military under the Muslim Brotherhood-dominated government.

El-Sissi has been quoted as saying he would not allow the Brotherhood, or any other group, to dominate the military's national identity.

According to some analysts, the "rumor" about Morsi firing his defense minister was meant to gauge the military's reaction.

Attempts by both sides to quell the tension are falling short.

"The two sides may be publicly dismissing reports of tension, but the army is making it very clear to the presidency that any attempt to dismiss el-Sissi would backfire," Ret. Gen. Mohammed Qadri said. "They claim mutual love and respect, but what is happening is not indicative of this."

Have scientists found dark matter?

BOSTON ? Big news in the search for dark matter may be coming in about two weeks, the leader of a space-based particle physics experiment said today (Feb. 17) here at the annual meeting of the American Association for the Advancement of Science.

That's when the first paper of results from the Alpha Magnetic Spectrometer, a particle collector mounted on the outside of the International Space Station, will be submitted to a scientific journal, said MIT physicist Samuel Ting, AMS principle investigator.

Though Ting was coy about just what, exactly, the experiment has found, he said the results bear on the mystery of dark matter, the invisible stuff thought to outnumber regular matter in the universe by a factor of about six to one.

"It will not be a minor paper," Ting said, hinting that the findings were important enough that the scientists rewrote the paper 30 times before they were satisfied with it. Still, he said, it represents a "small step" in figuring out what dark matter is, and perhaps not the final answer. [Photos: AMS Hunts Exotic Particles In Space]

Some physics theories suggest that dark matter is made of WIMPS (weakly interacting massive particles), a class of particles that are their own antimatter partner particles. When matter and antimatter partners meet, they annihilate each other, so if two WIMPs collided, they would be destroyed, releasing a pair of daughter particles ? an electron and its antimatter counterpart, the positron, in the process.

?

The Alpha Magnetic Spectrometer has the potential to detect the positrons and electrons produced by dark matter annihilations in the Milky Way. The $2 billion machine was installed on the International Space Station in May 2011, and so far, it has detected 25 billion particle events, including about 8 billion electrons and positrons. This first science paper will report how many of each were found, and what their energies are, Ting said.

If the experiment detected an abundance of positrons peaking at a certain energy, that could indicate a detection of dark matter, because while electrons are abundant in the universe around us, there are fewer known processes that could give rise to positrons.

"The smoking gun signature is a rise and then a dramatic fall" in the number of positrons with respect to energy, because the positrons produced by dark matter annihilation would have a very specific energy, depending on the mass of the WIMPs making up dark matter, said Michael Turner, a cosmologist at the University of Chicago who is not involved in the AMS project. "That's the key signature that would arise."

Another telling sign will be the question of whether positrons appear to be coming from one direction in space, or from all around. If they're from dark matter, scientists expect them to be spread evenly through space, but if they're created by some normal astrophysical process, such as a star explosion, then they would originate in a single direction.

"There is a lot of stuff that can mimic dark matter," said theoretical physicist Lisa Randall of Harvard University, who is also not involved in the project but said she's eagerly awaiting the AMS results. "In these experiments the question is when do you have antimatter that could be explained by astrophysical sources, and when do you have something that really could be an indication that you have something new?"

Regardless of whether AMS has found dark matter yet, the scientists said they expected the question of dark matter's origin to become clearer soon. In addition to AMS, other experiments such as the Large Hadron Collider in Switzerland, and underground dark matter detectors buried around the world, could also make a discovery in the near future.

"We believe we're on the threshold of discovery," Turner said. "We believe this will be the decade of the wimp."

Washington mayors call for gas tax hike

SEATTLE? -- The mayors of more than 40 cities across Washington have sent a letter to Gov. Jay Inslee and legislative leaders, urging them to consider an 8 cent per-gallon gas tax as a way to help pay for transportation needs.

The letter from the Mayor's Transportation Forum was sent Wednesday. Among the signees were Seattle Mayor Mike McGinn, as well as the mayors of Bellingham, Federal Way, Tacoma, Olympia, Vancouver and Walla Walla.

In addition to the gas tax increase, the letter suggests a motor vehicle excise tax increase of up to 1.5 percent that counties could enact by public vote or by a vote by County Councils, and the expansion of the vehicle license fee from $20 to $40. The license fee could also be increased either by public vote or by a vote of local councils.

The mayors say more than $3 billion is needed to maintain roadways and bridges in the state over the next 10 years.

Democrats in the state House are expected to introduce their transportation proposals next week.

Brophy soccer coach honors himself and sportsmanship with suspensions

In the hours leading up to the Division I championship boys soccer game Saturday, Phoenix Brophy soccer coach Marc Kelly wrestled with a difficult decision.

Four of his starters had celebrated a little too much after a goal against Tolleson in the semifinal game. There wasn?t anything malicious in the celebration; nor were the players taunting Tolleson or its fans.

But they had been warned previously about the antics and told to knock it off. Also, Kelly thought their actions reflected poorly on Brophy, a Jesuit school, and its values. He wanted his players to act as if they had been there before, which they had ? plenty of times. Brophy finished 19-2, its only two losses came against out-of-state schools and it outscored its opponents 112-10.

?We?ve got a team full of seniors and we were a very, very dominant offensive powerhouse. We had guys who were scoring goals all over the place,? Kelly said. ?But for whatever reason they felt like they needed to do goal dances every time they scored.?

Kelly?s gut told him to bench the foursome ? forwards Riggs Lennon and David Lane, and midfielders Oliver Shanks and Colin Zaccagnio ? for the first half of the state title game against Phoenix Desert Vista, and he knew if he did so, he?d have the support of both his principal and athletic director.

Still, this was the championship game. All those hours, days and months of hard work had led to this moment. What if the benching cost Brophy the title? How would the kids react? How would their parents react?

?Clearly, it was a gamble,? Kelly said. ?I knew something bad could have happened, and as a result of the decision, everything could have gone down the drain.?

Kelly decided he had to do the right thing, consequences be damned. In doing so, he exemplified the ideal of high school coaching; that teaching young men and women how to conduct themselves is paramount, and character matters more than championships.

?Even though it was clearly a huge game in front of a huge amount of people, that sort of thing we just can?t stand for,? Kelly said.

Can we get an amen?

No one would have chastised Kelly had he taken the easy way out. His players didn?t commit a crime or do something so egregious Kelly had no choice but to sit them down. They celebrated a little too hard. In the pantheon of athletic bad acts, that?s barely a misdemeanor.

If the excessive celebration against Tolleson had been a first offense, Kelly might have let the foursome off with a warning. But it had been a season-long issue, and in the state quarterfinal game against Chandler Hamilton on Feb. 2, Brophy?s players celebrated a goal by putting their hand to their ear, as if to say, ?We can?t hear you.?

The display upset Brophy Principal Bob Ryan, who made it clear the team needed to behave itself. Kelly talked to his players about ?making right decisions, being stand-up guys and being respectful of your opponent.?

Five days later, after the goal against Tolleson, the four players pantomimed, in Kelly?s words, ?Creating a toilet and taking a crap on the field.?

?It was the most bizarre thing I?ve ever seen,? Kelly said. ?It wasn?t malicious or mean-spirited, but I thought it was a little rude and in really bad taste.?

Kelly struggled with his decision all day Friday. He sought advice from several people, including his father. He didn?t talk to the parents of the players; their emotional investment was too great.

?The way I viewed it, there didn?t deserve to be any punishment,? said John Lennon, Riggs? father. ?That?s my personal opinion. I think they could have handled it in a more professional manner outside the state championship game.

?That being said, Marc was getting a lot of pressure from higher-ups in the administration and he had to make a decision. I respect him for that. But the thing is I think some of those higher-ups at the school don?t really understand the kids? passion for soccer.?

Or, they understand that sportsmanship still matters.

By Saturday morning, Kelly had made up his mind, and he told his team of the decision two hours before the championship game. The players apologized and asked him to reconsider. He refused.

?I couldn?t go back on my decision,? he said. ?I didn?t think it was right to change my mind just because they wanted me to.?

Some coaches, bowing to the moment, might have. But values are meaningless if they?re compromised by circumstance.

?I think I sent a message saying I don?t like that kind of thing,? Kelly said. ?I just didn?t want to stand for it anymore.?

Give new Browns owner Jimmy Haslam credit for one thing, he recognizes quickly when he?s stepped in it.

He created the impression he was going to be another absentee owner when he reclaimed his old role as CEO of Pilot Flying J, the family truck stop business.

That was after stepping aside from that job when he bought the Browns, creating the impression he?d be invested beyond finances.

So Haslam did a round of interviews to try to emphasize that, telling ESPNCleveland.com?s Tony Grossi he was still going to have a hand on the wheel, unlike previous owner Randy Lerner.

?The main reason for doing these [interviews] is to communicate that nothing?s going to change,? Haslam said. ?We?re going to be just as involved as we said we were. The proof?s in the pudding. I think everybody will see that there is going to be no difference.

?We feel a tremendous responsibility as owners of the Browns to turn this thing around and turn it into a winner.?

Haslam resigned as CEO of his company in September.

?I thought about that a lot myself,? Haslam said when asked why he gave up his old job. ?It all transpired [buying the Browns] pretty quickly. The NFL mentioned in June there might be a team [for sale]. I met Randy in July. And then we just bought another company [Maxum Petroleum]. At the time, I was feeling a little bit overwhelmed. And the opportunity to get a man like John Compton to run our main company seemed to make a lot of sense.

?But sometimes the best-laid plans go awry. Not that this went awry, but I just had a change of heart and decided I missed it.?

So instead of leaving that guy in charge of the truck stops, Haslam?s giving more responsibility to Joe Banner and Mike Lombardi.

?The demanding part [is] that it?s so high profile,? Haslam said. ?Everything you do and everything you say is just magnified way more than it should be. You just have to be careful in what you say. That?s just the way it is.

?You know, we?ve lived in Knoxville all our lives, we own a pretty big company there, but . . . I?m much better known in Cleveland than in Knoxville and that?s because of the Browns. But we wouldn?t trade it for anything in the world.?

As Haslam said, the proof is in the pudding. If his hand-picked guys can?t steer the team into smooth waters, those Browns fans will naturally assume he?s content in a Tennessee truck stop, and that nothing has changed.

SEOUL (Reuters) - South Korea unveiled a cruise missile on Thursday that it said can hit the office of North Korea's leaders, trying to address concerns that it is technologically behind its unpredictable rival which this week conducted its third nuclear test.

South Korean officials declined to say the exact range of the missile but said it could hit targets anywhere in North Korea.

The Defence Ministry released video footage of the missiles being launched from destroyers and submarines striking mock targets. The weapon was previewed in April last year and officials said deployment was now complete.

"The cruise missile being unveiled today is a precision-guided weapon that can identify and strike the window of the office of North Korea's leadership," ministry spokesman Kim Min-seok said told reporters.

North Korea has forged ahead with long-range missile development, successfully launching a rocket in December that put a satellite into orbit.

The North's ultimate aim, Washington believes, is to design an intercontinental ballistic missile capable of carrying a nuclear warhead that could hit the United States.

North Korea, which accuses the United States and its "puppet", South Korea, of war-mongering on an almost daily basis, is likely to respond angrily to South Korea flexing its muscles.

North Korea, technically still at war with the South after their 1950-53 conflict ended in a truce, not a peace treaty, carried out its third nuclear test on Tuesday, drawing condemnation from around the world including its only major ally China.

The test and the threat of more unspecified actions from Pyongyang have raised tensions on the Korean peninsula as the South prepares to inaugurate a new president on February 25.

"The situation prevailing on the Korean peninsula at present is so serious that even a slight accidental case may lead to an all-out war which can disturb the whole region," North Korea's official KCNA news agency said.

Iran says it is converting uranium, easing bomb fears

DUBAI (Reuters) - Iran acknowledged on Tuesday that it was converting some of its higher-grade enriched uranium into reactor fuel, a move that could help to prevent a dispute with the West over its nuclear program hitting a crisis in mid-2013.

Conversion is one way for Iran to slow the growth in its stockpile of material that could be used to make a bomb. That stockpile is currently projected to reach a level intolerable to Israel in mid-year, just as Iran's room for negotiation is being limited by a presidential election in June.

Iranian Foreign Ministry spokesman Ramin Mehmanparast was asked at a weekly news conference about a Reuters report that Iran has converted small amounts of its 20-percent enriched uranium into reactor fuel.

"This work is being done and all its reports have been sent to the International Atomic Energy Agency (IAEA) in a complete manner," he was quoted as saying by the state news agency IRNA.

It was Iran's first acknowledgment that it had apparently resumed converting into fuel small amounts of uranium enriched to a concentration of 20 percent fissile material.

Iran's production of that higher-grade uranium worries the major powers because it is only a short technical step away from the 90-percent purity needed for a weapon.

On-off negotiations with the major powers and four rounds of U.N. Security Council sanctions have failed to persuade Iran to stop its enrichment activities, and the IAEA has been refused full access to investigate other suspect elements of the nuclear program.

Iran denies that it is seeking a weapon and says its nuclear program serves only peaceful purposes such as electricity and the production of medical isotopes.

CRITICAL MASS

But Israel, widely believed to be the only nuclear-armed country in the Middle East, has indicated that Iran's stockpile will reach a level in June at which it considers it must attack to stop Iran acquiring enough fissile material for a bomb. With a presidential election taking place that month, Tehran's room to make concessions to foreign powers is limited.

A U.S. official sought to reassure Israel this week on the determination of President Barack Obama, due to visit the region shortly, to curb Iran's nuclear program, according to an Israeli official who declined to be named.

Rose Gottemoeller, acting U.S. undersecretary of state for arms control and international security, "reiterated the Americans' commitment to preventing a nuclear Iran, and their worries about regional proliferation, were Iran to go nuclear", said the official, who met Gottemoeller.

Iran averted a potential crisis last year by converting some 100 kg of its 20-percent enriched uranium into fuel, suggesting to some that it was carefully keeping below the threshold set by Israel, while still advancing its nuclear technology.

It is not believed to have enriched uranium beyond 20 percent. A fuller picture is unlikely until a new IAEA report on Iran's nuclear activity, due by late February.

Separately, officials from the IAEA are due to hold talks in Tehran on Wednesday in the hope of restarting their long-stalled inquiry into Iran's nuclear program.

The U.N. agency, whose mission is to prevent the spread of nuclear weapons, has been trying for a year to negotiate a so-called structured approach with Iran that would give its inspectors access to sites, officials and documents.

The IAEA especially wants access to the Parchin military complex southeast of Tehran where it believes explosives tests relevant for nuclear weapons development may have taken place and been subsequently concealed, allegations that Iran denies.

"READY FOR DEAL"

Mehmanparast said Iran was ready to come to a "comprehensive agreement" with the IAEA if Tehran's nuclear rights were recognized. Part of this agreement could include a visit to Parchin, he said.

But Fereydoun Abbasi-Davani, head of the Atomic Energy Organisation of Iran, on Tuesday criticized the IAEA's handling of documents related to Iran, signaling the continued mistrust between the agency and Tehran.

"Unfortunately their system is not sufficiently secure," Abbasi-Davani said, according to the Iranian Students' News Agency (ISNA). "They need to be more careful in their interactions with Iran."

Last year Abbasi-Davani accused the U.N. agency of a "cynical approach" and mismanagement, and said "terrorists and saboteurs might have intruded" into the agency.

Iran and six world powers, known as the P5+1, are due to hold a new round of talks on the nuclear program in Kazakhstan on February 26.

U.S. Secretary of State John Kerry said on Friday that the powers were ready to respond if Iran came to the talks prepared to discuss "real substance".

Foreign Minister Ali Akbar Salehi, visiting Moscow, said Iran was "counting on there being positive and constructive steps made to resolve this problem at the upcoming meeting".

In Tehran, Salehi's spokesman Mehmanparast responded to news that North Korea had conducted its third nuclear test in defiance of existing United Nations resolutions by saying: "We need to come to a point where no country will have any nuclear weapons."

Heather Bullard: Building Grove House: The Beginning

So...we bought property in a beautiful citrus grove. After searching for about two years to find another house, we've decided to build our own custom home. It's just now starting to sink in that this adventure is really happening and we're looking forward to all the hard (but rewarding) work ahead. And in sharing our journey with you.

Since we're going to have to clear a lot of trees for the house and additional building, we invited our friends and family over for an Orange Picking Day. We wanted to try and harvest as much as we could from the trees that are slotted for removal.?

Let me just say....there are a LOT of oranges! And we barely, barely scratched the surface. We're going to donate hundreds of pounds to local food banks and shelters because we hate to waste such perfectly ripe, delicious fruit.

I knew everyone would need a break and some lunch since we planned to be there for the whole day. So I set up an old Boy Scout folding table with wrapped sandwiches and finger foods. Things that would be easy to grab and go.

We made fast friends with the dogs that live on the remaining grove property and Cashew was everyone's favorite. He's still in that puppy stage and is very playful and curious.

My sister had picked up a bunch of potato sacks at a yard sale just a week earlier and they sure came in handy. We ended up picking over 1,100 lbs!

There's so much ahead of us and our day set us off on a memorable start. Spending it harvesting with family and friends is the perfect beginning to building Grove House.

I'm looking forward to sharing the design process with you as we finalize those plans. We're meeting again with our architect this week. I've been waking up at night writing notes on my phone of things I forgot to mention or new details I want to add. There's just so many details.

In the meantime, we'll continue to harvest the trees and I'll be juicing, freezing, canning and making anything and everything with oranges! Have any great recipes?
